Deeper water is a start to get under the fresh but if thats not working try moving down to towards the mouth of rivers/creeks to find water a little less fresh. Sometimes you'll get a good patch of bream along the visible colour change where the merky fresh runoff meets the cleaner water, bream will use this to feed and take advantage of the bait being pushed out by the fresh, and often so will many other species.
Hope this helps mate.
